Annual Survey of Industries
INTRODUCTION
The Annual Survey of Industries (ASI) is the major source of industrial statistics in the Country as well as in the State. It provides desirable statistical information to assess and evaluate various related aspects in the field of organised sector of Industry. Industrial sector has an important role in the National or State economy and has a pivotal role to play in the rapid and balanced economic development of the Country or the State. The collection and dissemination of ASI data regularly are vital source of information for industrial policy makers, planner and researchers of this circle. The survey is conducted annually under the statutory provisions of the Collection of Statistics Act’1953 and the Rules framed there under in 1959.
The ASI is carried out by Field Operation Division (FOD) of National Sample Survey Organisation (NSSO), Government of India through its network of Zonal/ Regional/ Sub-Regional offices. It had been designed to obtain comprehensive and detailed data for the following objectives viz.-
1. Estimation of the contribution of industrial sector in the State economy.
2. Systematic study of various structural aspects of the industry.
3. Analysis of various factors influencing the industrial sector in the State and / or Country.
4. Construction of comprehensive, factual and systematic bases for formation of policy.
The National Sample Survey Organisation (NSSO) (FOD) is the Statistical Authority appointed under this act for the purpose of the collection of these statistics. The Central Statistical Organisation (CSO) is the responsible for processing and tabulation of data and publication of the results. However, the State Directorate of Economics & Statistics (DES) participates in this exercise conducting the survey of sample industries. It is also responsible for the timely conduct of the ASI at the State and to publish a state report for this purpose.
SCOPE AND COVERAGE OF ASI
The coverage of the survey extends to the entire factory sector comprising industrial units (factories) registered under the section 2m(i) and 2m(ii) of the Factories Act-1948 i.e. those factories employing 10 or more workers using power and those employing 20 or more workers without using power. The survey also covers bidi and cigar manufacturing establishments registered under Bidi and Cigar Workers (condition of employment) Act, 1966.
All electricity undertakings engaged in generation, transmission and distribution of electricity registered with the Central Electricity Authority (CEA) are covered under ASI irrespective of their employment size. Certain servicing units and activities like gas & water supply, cold storage, repairing of motor vehicles and consumer durable goods like watches etc. are covered under the ASI. Though servicing industries like motion picture production, personal services like laundry services, job dying etc. are covered under the survey, but data are not tabulated as these industries do not fall under the scope of industrial sector defined by United Nations. Defence establishments, oil storage and distribution units, restaurants and cafes, hotels, computer services and the technical training institutions are excluded from purview of the ASI.
ASI FRAME
The ASI Frame is based on the lists of registered factories / units maintained by the Chief Inspector of Factories (CIF) in the State and those maintained by registration authorities in respect of bidi and cigar establishments and electricity undertakings. The Regional Office of the NSSO (FOD) updates the frame every year by addition of new units and the frame revised once in three years by deleting deregistered units / establishments. Regional Offices of NSSO (FOD) maintain close liaison with CIF in updating the ASI frame in every year.
UNIT OF ENUMERATION
The factory in the case of manufacturing industry, a workshop in case of repair services, an undertaking or a licensee in the case of electricity, gas and water supply and establishment in the case of bidi and cigar industry are the primary units of enumeration.
CLASSIFICATION OF FACTORIES :
The NIC- 1970 was followed to classify economic activities of the factories from ASI 1973-74 to ASI 1988-89. NIC- 1987 had then been introduced and followed till ASI 1997-98. From ASI 1998-99, the new series of classification i.e. NIC- 1998 has been introduced. The criterion for classification of factory is the value of its principal products. Where a factory is engaged in more than one industry, it is classified under the industry to which its principal products by value belong.
CENSUS SECTOR AND NON-CENSUS SECTOR
For the purpose of the survey, the factories are dichotomized into Census and Non-Census sectors. Factories having 100 or more workers using or not using power constitute the Census sector. The remaining factories as per section 2(m) fall under Non-Census sample sector. Factories in the Census sector and some from the Non-Census sector are surveyed on sample basis. Non-Census sector factories are again divided into two parts i.e. sample I and sample II. At least 20 factories per industry group and 1/3rd of factories from sample II are selected at random basis by the NSSO, while the remaining factories in sample I and ½ of the remaining factories in sample II are selected by the State Statistical Authority for survey.
