FIFTH ECONOMIC CENSUS’ 2005

In order to capitulate the change in structure and composition that might have occurred in the economy as an impact of economic reforms, the Fifth Economic Census with reference year 2005 was conducted throughout the country at the initiative of Govt. of India. Certain new features were incorporated in the fifth Economic Census viz. inclusion of canvassing of a separate “Address Slip” among the enterprise employing 10 or more workers facilitating compilation of a Directory of enterprises which would provide input for preparation of a Business Register. Further Intelligent Character Recognition (ICR) technology, which is also known as Automated Forms Processing, was used for the first time to process the Economic Census – 2005 data. Automated Forms Processing technology enables the user to process documents from their images or directly from paper and convert them to computer readable data.

All economic activities belonging to both agriculture and non-agriculture sector barring those engaged in plantation and crop production were covered under the purview of fifth Economic Census as in the case of earlier census. As per the System of National Accounts 1993, an enterprise is an entrepreneurial unit engaged in production and/or distribution of goods and/or services while an establishment is an enterprise or part of an enterprise which is situated in a single location employing at least one hired worker. Economic Census covered all the enterprises including establishments (excluding those engaged in plantation and crop production) that are engaged in production of services mainly for sale and not for the sole purpose of own consumption.
